Identifiers.
Every record has a globally unambiguous RecordId of the form
pd:<origin>:<uuid>, where <origin> is the DNS-like authority of the
instance that minted it and <uuid> is a UUIDv7 (time-ordered). Because
the origin is part of the identifier, records from independently operated
instances can be referenced without coordination, which keeps federation
possible later without changing the identifier format.
